I don’t know what your plans for him are, but I’m getting the impression that Roderick is a bit neglected by his guardians, so it’s possible that whoever is responsible for buying his clothes just isn’t paying attention.
I guess they were a breach of his guardian’s responsibilities? At the least, we can tell, a posteriori, that they caused Charlie to give “short” shrift to his advances.
