The man in the top hat is Captain Eaton, who you’ll see a great deal of in Chapter 2.

I saw on TV (which therefore makes it true) that ship’s captains are authorized to perform marriage ceremonies. I assume this applies to captains of giant drill ships. In case there’s a need for such things.
